Early Childhood Consultation
Early Childhood Mental Health Consultation is funded by the Portland Children's Levy. Additional funding provided by Multnomah County and Washington County.

The Morrison Early Childhood Mental Health Consultation and Incredible Years Project provides prevention services for young children in a variety of early childhood settings, including Head Start, Early Head Start, childcare centers and family home childcare providers.

Child-Specific Consultation, which allows Early Childhood Mental Health Consultants to screen children and consult with parents, preschool teachers, child care providers, foster parents, social service providers, and others about supporting the child and the families' functioning. These services take place in the family home, preschool, childcare site, or other community locations.  Short-term parent coaching can support parent skill development, implement behavior management strategies, or strengthen the parent-child relationship.

General or Program Consultation,  which includes broad consultation to early childhood care and education staff, staff training and development about general early childhood social, emotional and behavioral issues. Childcare staff and teachers training and skills for addressing early behavioral challenges in preschool children.

The Incredible Years Parent Series offers an evidence-based parent support and education group. The 10-14 week groups include dinner and child care, and primarily occur in community settings. 

Eligibility
Multnomah County/City of Portland
  • attend selected early childhood care and education programs
  • are under age five depending on funding
  • reside in the City of Portland or Multnomah County depending on funding source
Washington County
  • attend early childhood care and education programs
  • are under age eight.

Referrals
Multnomah County/City of Portland
Child and family referrals are made by the selected early childhood care and education centers with assigned Morrison EC Mental Health Consultants.

Washington County
Child and family referrals come from the selected early childhood care and education centers, with assigned Morrison EC Mental Health Consultants, and through direct referral to the Program Supervisor by early childhood care/education staff and other family support program staff.
